Classroom shows classes but won’t control devices (ASM, no MDM yet)

Hi all — I’m the Education/CS coordinator rolling out iPads and a new Mac studio. As we are in China, our IT department has a lot of reservations about using an MDM. We have Apple School Manager and Managed Apple IDs, but no MDM (yet). I’ve set up and supervised iPads, installed Classroom, and set basic restrictions myself. On the Mac side, Classroom sees the classes, but control is unreliable or doesn’t work.

Before I push for an MDM, is there an easy fix for this? Any pointers or “no-MDM” experience would be hugely appreciated. Thanks!

Without an MDM, device management in general is pretty limited. A teacher could still use Classroom in an “ad-hoc” mode with nearby devices, but it’s quite limited.

It would work only over Bluetooth and Wi-Fi with nearby iPads (not Macs). You wouldn't have automated rosters and students have to manually join classes.
