iPad loaner approach

If you work in a building that is 1:1 with iPads this question is for you!  So, our district is implementing a district-wide cell phone ban after students return from break.  Obviously, this isn't highly popular among students.

Building administrators anticipate an uptick in students who either intentionally or unintentionally "forget" their iPads at home in order to convince their teachers to let them do their classwork on their phones in class.  In order to prevent this from happening, together with our IT Support Tech, I have been asked to devise an iPad loaner system where students can borrow an iPad for the school day.  We don't want to make too much more work for ourselves, nor do we want to make getting a loaner too attractive for students.  The apps available on the iPad will be very limited.

Has anyone been in a similar situation?  Any advice as we move forward?

We have a Macbook Loaner system.

If a student forgets their Macbook Air, They have to use a chromebook for the day. After using chromebooks like this, we have much less shrinkage and less detentions to hand out.

If a student's Macbook breaks then we give them a Macbook Air loaner. We have a fleet of loaners ranging from Intel Core i3 to M1 MBAs....

Maybe if you implemented an iPad mini base as a loaner or maybe a 7th generation iPad or something similar.

We have only 5 loaners per building. We set these up as shared devices that our tech erase and onboard over and over. We communicate out that these loaners should be used for those that are waiting for their iPads to come back from repair, or new students waiting for their iPads to come via school mail. Having a small amount of iPads limits how many students can use them. We also have told buildings that they always have the option of pencil and paper for students that forget devices.

Some of my buildings have devised a system of they can only "forget" their iPad XX many times a quarter, if they go over then they just don't get an iPad to use. We also say that cell phones can't be used due to security risks, especially if they are not on our wifi using our filters.
